Generally, my answer is that the ideal method is <b>Weighted Shortest Job First<\/b> &#8211; also known as <b>WSJF<\/b>. I also recommend this method for other agile projects that don&#8217;t use SAFe.  <\/p>\n<p>At first glance, the WSJF method may seem complicated. Let&#8217;s demystify it in this article.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ee636e0 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ee636e0\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-8d081fe\" data-id=\"8d081fe\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-13c7601 elementor-widget elementor-widget-heading\" data-id=\"13c7601\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Introduction<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ad94d61 elementor-widget elementor-widget-text-editor\" data-id=\"ad94d61\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span lang=\"fr\"><span data-language-for-alternatives=\"fr\" data-language-to-translate-into=\"en\" data-phrase-index=\"0\" data-number-of-phrases=\"1\">Weighted Shortest Job First (WSJF) is a mathematical prioritization method for sequencing jobs such as <i>\n  <b>Epics <\/b>\n<\/i>(epics), <i>\n  <b>Features <\/b>\n<\/i>(or  <\/span><\/span><span style=\"text-align: var(--text-align);\">smaller backlog elements (User Stories). The objective of this prioritization method is the same as all the other methods:  <\/span><span style=\"font-style: inherit; font-weight: inherit; text-align: var(--text-align);\">maximize the value of the functionalities delivered by the Scrum team.<\/span><\/p>\n<p><strong>This method is particularly useful when :<\/strong><\/p>\n<ul>\n<li>There are many <i>stakeholders <\/i> in a Scrum team.<\/li>\n<li>Planning takes place at Epic or Feature level, and several teams work on the same product in a SAFe organization.<\/li>\n<li>A team works on different product flows, with one or more <a href=\"https:\/\/scrum-master.org\/cest-quoi-le-role-dun-product-owner\/\" target=\"_blank\" rel=\"noopener\">Product Owners <\/a>for each product. I don&#8217;t subscribe to this type of operation at all, because it&#8217;s contrary to the Scrum rules. Nevertheless, I frequently come across the situation where a single team is working on several products in parallel.<\/li>\n<\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t<div class=\"elementor-element elementor-element-ba11f88 e-flex e-con-boxed e-con e-parent\" data-id=\"ba11f88\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-966aa40 e-flex e-con-boxed e-con e-parent\" data-id=\"966aa40\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t<div class=\"elementor-element elementor-element-0359250 e-con-full e-flex e-con e-child\" data-id=\"0359250\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-b46ba80 elementor-widget elementor-widget-heading\" data-id=\"b46ba80\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">How is the WSJF calculated?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2e46056 elementor-widget elementor-widget-text-editor\" data-id=\"2e46056\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><\/p>\n<p><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">In the philosophy of <\/span><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">\n  <b>Lean-Agile philosophy<\/b>\n<\/span><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">  used in SAFe, any functionality not delivered on time incurs a cost. This cost is called the <strong>Cost of Delay<\/strong>. The aim is then to minimize this cost to increase efficiency and deliver maximum value at the end of an iteration.<\/span><\/p>\n<p><\/p>\n<p><\/p>\n<p><strong>WSJF<\/strong> is therefore a tool that uses an easy formula to determine a figure representing the right compromise between the value the feature will bring if delivered, and the time it will take to develop it.<\/p>\n<p><\/p>\n<p><\/p>\n<p>The WSJF calculation takes the following criteria into account. For all these indicators, we use a notation based on a Fibonacci sequence in ascending order:<\/p>\n<ul>\n<li><strong>User-Business Value<\/strong>: This is a relative value that expresses the functionality&#8217;s business value.  <span lang=\"fr\"><span data-language-for-alternatives=\"fr\" data-language-to-translate-into=\"en\" data-phrase-index=\"2\" data-number-of-phrases=\"3\">it is important to ensure that the business value chosen for each feature is estimated in relation to the others. In this way, Stakeholders can estimate the Business value of each feature, rather than simply choosing the highest possible number.<\/span><\/span> <\/li>\n<li><strong>Time Criticality<\/strong>: This criterion indicates how critical a feature is. Is there a critical external or internal deadline? Or are there milestones on the critical path that will be impacted if this feature is delayed? Is it a legal requirement with a specific deadline? The higher the value of this indicator, the more critical the functionality is for the product.<\/li>\n<li><strong>Risk Reduction or Opportunity Enablement<\/strong>: Determines whether this feature reduces risk or facilitates the development of other features in the future. <span class=\"JLqJ4b ChMk0b\" data-language-for-alternatives=\"fr\" data-language-to-translate-into=\"en\" data-phrase-index=\"0\" data-number-of-phrases=\"2\">Does the feature mitigate a risk (e.g. avoid a data center failure)?<\/span> <span class=\"JLqJ4b ChMk0b\" data-language-for-alternatives=\"fr\" data-language-to-translate-into=\"en\" data-phrase-index=\"1\" data-number-of-phrases=\"2\">Or does it enable a new business opportunity (e.g. entry into a new market)?<\/span><\/li>\n<li><strong>Job Size<\/strong>: Size of feature\/activity to be developed\/done. We also talk about effort. To do this, they need to understand this method, so that they can better explain it to Scrum teams and apply it in their Backlog Refinement rituals.<\/li>\n<li>Before the context workshop, make it clear to the group that the prioritization needs to be carried out (strategic theme issues, for example).<\/li>\n<li>If you&#8217;re using <b>Jira<\/b>, check that your Jira instance provides the fields needed to calculate the WSJF value. Also check that <b>WSJF is automatically calculated on Jira<\/b>. This will greatly facilitate the implementation and adoption of this prioritization method. This is one of the main problems with the WSJF hierarchical method. If a Product Owner has hundreds of backlog items (e.g. for a mature product), then he must spend a lot of time prioritizing them using this method. It also takes time to estimate the values (albeit relative) for each of the WSJF components.<\/li>\n<li>Inhibit complex (large) projects\/initiatives. If the Business Owner has a good idea for a feature that would bring value to the product, but the WSJF calculations don&#8217;t show a high score to get to the top of the list, its implementation will most certainly be postponed to a later stage. This makes the method a little restrictive in the implementation of considerable, long-term business ideas. Overall, like the Value vs Effort method, we can say that the WSJF method prioritizes short-term gains over large, time-consuming projects. That&#8217;s why I advise my teams not to follow WSJF values religiously. By encouraging them to think critically about the values they espouse.<\/li>\n<li>The sum of relative estimates of different parameters can sometimes lead to sub-optimal results. This prioritization technique takes into account not only the cost of delay (business value, but also time criticality and risk reduction), but also the technical aspect.
